I wonder if the weight limit listed is just for the one sitting in the car or does it include those sitting on top of the car too?

I wonder if the weight limit listed is just for the one sitting in the car or does it include those sitting on top of the car too?
I have memories of riding in this type of toy car when I was about 10 yrs old…definitely over weight/height limit! It ended with the car turned over on its side and me with a sprained arm & crying. Hopefully this incident ended better than that!
